After a lot of tests, the absolute best build for killing high GR bosses appears to be using the Convention of Elements ring instead of Obsidian Ring, while stacking cooldown (62.6%).
To reach the necessary amount of cooldown to maintain a proper rotation, the build requires Gogok of Swiftness instead of Bane of the Trapped.
Bear found that while many abilities will function outside of Archon, Static Discharge still remains the best for proccing Manald Heal, as well as Bane of the Stricken stacks.

Requires Gogok of Swiftness- Arcane Torrent: Static Discharge is still the best ability for proccing Manald Heal
- Must have 7+ Arcane Power on Crit to maintain Static Discharge
- Build will require a 20 second Swami and Tal Rasha’s Offhand to be optimal
- More difficult to play for everyone in the group, compared to Obsidian Ring build
- Kills bosses insanely fast
